I just happened to be browsing the Govliquidation website and ran across this at Redstone Arsenal, AL. In the the other pics it looks like some sorta practice rounds (blanks). Kinda cool to see that much brass in one bunch. :shock:
(The bids only up to $150 right now.)

"2230 lbs (apprx) 5.56 mm .223 caliber spent blank brass castings in 1 crate and 1 drum. Mutilation not required."

Don't think u can reload blanks, but they do put normal brass up for auction from military bases. You can get 5.56, 9mm, 7.62, and some other calibers. Not sure what process you have to go through though to get it. They have huge hoppers of this stuff that goes out for bid, it's amazing the amounts that they have. Check out www.govliquidation.com, type in keywork "brass"

Yeah, but blank brass is not suitable for reloading. Usually blank brass is condemned for loading regular ammo. The quality of brass does not have to be as good for blank use. This is true with all military organizations in the World.

You ought to see those big containers full of 308 and 50 BMG brass. And those BIG artillery casings............

I hear (might be rumor) that China is bidding HIGH for military brass in some of those auctions. They melt is down for other products.
