When you buy a stripped lower does it matter what you build it as? A pistol or a rifle? Does it have to be a rifle unless you buy it as a pistol lower?

You can make a lower sold as pistol and build a rifle on it but not the other way around. I have heard, once a rifle, always a rifle but I don't think that is true (best check). One thing is have a pistol lower before you get a short barrel upper. That I know is a big no-no, you could be charged with possesion of a SBR.
