Cal law requires that a AR or similar not have a magazine release that allows the mag to be removed without the use of a tool. Manufacturers took advantage of this semantic oversight, by making a mag release button that can be operated with the use of a unfired round (a tool) but not with a bare finger ( button is recessed).
