I have only shot steel once, but there was no mention of it. As a matter of fact, I think the whole "outlaw" part of Outlaw Steel refers to it not being a part of any organization. You do get a break on match fees if you join the local club. I have shot IPSC a few times and was shooting ICORE pretty regular for a while and the national organizations were only mentioned in the context of you having to be a member of them to shoot in state and regional matches and to get qualified. Never was sure what getting qualified meant or what it would do for me. Needless to say, I am still unqualified. Just ask my wife if you don't believe me.
