Here is the email answer from Hornady:
In all honesty they were really a novelty. They were useful as a training aid because you could definitely see the path of the bullet and the trajectory. If they have been properly stored they should be perfectly safe. They pose virtually no fire hazard. We discontinued them because they weren't overwhelmingly popular and they were hard to produce. The company sourcing the tracer cord jacked the prices way up and we couldn't make it at a price that would have sold.
