To my knowledge, there are no "starter kits" sold as such. You will need a few things:

1. Suitable casting alloy
2. Some way melt your alloy.
3. The mould(s) you want to cast - what boolits you want to make
4. Some way to get melted alloy into mould
5. Some way to size and lube casted boolits

We are thinking of have another "casting party" in the early spring here in Central Ms. That would be a good opportunity to see what you need to begin the process.
