Actually --- the one on the playground at my school did not have any of the coverings or flooring - just bars. Until, when I was in second grade and a classmate fell while inside pushing it at a high rate of speed and got a big "knock" on his head. School maintenance guy and the FFA boys (who did most of the school maintenance and grass cutting in those days) put a wood floor on it

The one at the school l went to was open the same way. In the first grade I fell inside it when a few senior boys were spinning it for us. Dislocated my hip, hurt like hell. But the school never covered
